Abstract | This is a reflection on the political and ethical/legal boundaries of the European integration process by reference to the action of the political and social agents. The effectiveness of the political actions depends on the law, but it also depends on the behavior of political elites and ordinary people. This question is connected to the quality of democracy based on the way people interact. Indeed, despite the very strong influence of European law on political processes, its results are limited. Methodologically, the author seeks to capture the essential elements of the European integration process, and of the present time, as a way of guiding attention and establishing relationships. In conclusion, the author highlights the importance of work as the main factor of identity in Europe; the convenience of politicians having a profession as a way to gain social independence and recognition which are necessary for effectively carrying out the politician’s duties; the importance of the existence of well trained and participatory political elites and citizens; the importance of the quantity and, especially, the quality of the interactions amongst people as a social and economic development factor.
