  Abstract	Notwithstanding the near universal acclamation of the idea of democracy, its weak implementation by governmental instances leaves in people a bitter feeling of disappointment and hopelessness, that severely discredits the regime and fosters a negative indifference regarding “public affairs”. The current paper is an inquiry into the historical and ideological causes of this paradoxical situation while setting forth some clues for improvement, such as regulation of the markets, appeal to direct forms of democracy, reinforcement of social bonds and increase of education.
